Other proposed changes include allowing teams to pass for two points after touchdowns, making all field goals missed beyond the 20-yard line result in the other team taking possession at the line of scrimmage, and eliminating a rule that allowed defenders to maintain contact with a receiver until the player made a clear attempt to stop his movement.
